Why can't CH2Cl2 have isomers?

I've looked this up on yahoo answers and i've seen the obviously structure of C being in the middle. But, why exactly can't there be an isomer of a Cl as the central atom? Putting the rest of the electrons would give the compound 20 valence electrons. Why wouldn't that count?
