In carbon compounds a given group of atoms can often be arranged in more than one way...?

Diethyl ether will have the greater vapour pressure at any given temp because it has a lower boiling pt. The higher boiling pt of 1-butanol is due 2 the presence of hydrogen bonds at the -OH end. Therefore at a given temp, diethyl ether will always have greater vapour pressure than 1-butanol.
